SSATP Annual Meeting 2007
SSATP Development Plan 2 (DP2) Launched, African Ministers Vowed to Eliminate Barriers Along Transit Corridors

SSATP Annual Meeting 2007: PM BriefingThis year's SSATP Annual Meeting was held in Ouagadougou, Burkina Faso, from November 5 to 7, 2007. The theme of the meeting was "Fostering Sound Policies and Strategies contributing to Africa's integration, economic growth and poverty reduction". The meeting focused on:

  • Launching the second development plan (DP2) of SSATP
  • Removal of non-tariff barriers along transit corridors serving Africa's landlocked countries
  • Enhancing the participation of the private sector in transport service delivery
  • Sharing knowledge on current transport issues

The meeting was attended by 270 participants representing transport and non transport national, regional and international institutions. The extensive effort of the participants turned the meeting into success. SSATP partners adopted the DP2, African ministers and all participants renewed their commitment to the removal of barriers along transport corridors and strengthening the engagement of the private sector. SSATP is grateful to all the participants and the Government of Burkina Faso for its unparalleled support to the success of the meeting.

Following the recommendations of the SSATP Annual Meeting, the Prime Minister of Burkina Faso called for a concerted effort of UEMOA member countries to implement regional regulations to reduce barriers along inter-state transport corridors. The Prime Minister requested the UEMOA Commission to coordinate actions and inform the upcoming UEMOA Heads of State Conference.

Ethiopia Completes PRTSR Review

Ethiopia successfully completed the poverty reduction and transport strategies review (PRTSR) in September 2007. The review was conducted by stakeholders group representing the public and the private sector and civil society in a balanced way. The stakeholders in a series of workshops assessed the Plan for Accelerated and Sustained Development to End Poverty (PASDEP) (2005- 2010), and Ethiopia's road sector policy and the draft Transport Master Plan. The timing of the review in Ethiopia was well suited in the transport policy development cycle, as the findings of the workshops were submitted for consideration as part of the finalization of the Master Plan.

EAC to Remove Infrastructure/Transportation Bottlenecks

EAC logoThe East African Community (EAC) and its partner states are engaged in the implementation of the East African Trade and Transport Facilitation Project (EATTF) to improve trade competitiveness and enhance transport and logistics services efficiency along the key corridors in the region.

Major interventions of the project include: (i) developing road sector transport strategy, (ii) promoting trade facilitation measures and (iii) upgrading key road sections along the regional corridors.

Events
SSATP and GRSF Road Safety Workshop
SSATP in partnership with the World Bank Global Road Safety Facility (GRSF) are organizing a workshop in Addis Ababa from November 28 to 30, 2007, to disseminate knowledge on Road Safety management systems and institutional arrangements. The SSATP and GRSF are working in partnership to strengthen Road Safety management capacity in Africa.

Transport and Climate Change

GTZ-SUTP released a new module titled "Transport and Climate Change". The module presents major options and instruments to tackle greenhouse gas emissions from transport. The module is a comprehensive summary of sustainable transport policy options and sketches out their potential for the reduction of carbon dioxide emissions.

The module draws on the existing sourcebook modules and thus offers both a comprehensive overview and a thematic entry point to the whole sourcebook. To ease access to more detailed information, the module includes many references to the other sourcebook modules.

The authors, Holger Dalkmann and Charlotte Brannigan, work at the Centre for Sustainability (C4S) at the Transport Research Laboratory (TRL), UK.

Tanzania Increased road maintenance funding by 300 percent

The Government of Tanzania raised road maintenance fuel levy to 16 US Cents per liter. This increase, which will boost funding by 300 percent, will allow Tanzania to cover maintenance need of its entire road network. This exemplary move is expected to motive African Countries to review their fuel levy levels towards meeting full maintenance requirements.

Democratic Republic of Congo

The government has allocated US$120,000 to support SSATP activities in the Democratic Republic of Congo. The funds will be utilized to disseminate information and sensitization of the public, Cabinet Ministers and transport stakeholders on SSATP initiative. A workshop will be organized to this effect and SSATP team members will take part in the workshop.


Central African Republic

Central African Republic had successfully completed the Poverty Reduction and the Transport Strategy Review (PRTSR). The review started with a sensitization, and awareness creation workshop on SSATP. The sensitization workshop was chaired by the Honorable Prime Minister Elie DOTE joined by 18 Cabinet Ministers and the President of the National Assembly of the Republic of Central Africa. All donor institutions based in Bangui were represented by their resident representatives. CEMAC was also represented by its Vice-President.


Benin

Benin is revamping SSATP activities. A new national Coordinator, Théodore GLELE, was designated. Benin is engaged with the PRTSR process by establishing a steering group to lead the reviews. The SSATP team is providing technical support to the successful completion of the process.


Equatorial Guinea expressed interest to establish a road fund at the ARMFA regional meeting

The Central Africa regional committee of the Road Maintenance Funds Association, ARMFA met on June 26 and 27, 2007, in Yaoundé to discuss i) harmonization of the accounting system, ARMFA's long term strategic plan and iii) exchange experience.

A delegation from the Republic of Equatorial Guinea led by Mr. Fidel NSUE MICHA BIYE, Minister of Infrastructure participated in the meeting and expressed the interest of his country to establish a second generation road fund.
